The "wrinkly" looking paper is not from water or moisture. We think the reason is the back board (padding) that holds the art is too thin or not flat. When we push the board the "wrinkles" disappear. We would suggest board replacement with one that fits better. We can not see any art damages. It appears to be in excellent condition. There is 1/2 inch dent on the glossy surface of the frame. It was done after pictures taken and listing posted. The price is reduced considerably because of this frame imperfection. The frame has some mild wear from handling / storage as well. This is pre owned 32 years old item so please no false expectations and misunderstanding. Please, check all pictures and ask questions because there is no returns accepted.
